La Porte ISD Return to In-Person Instruction and Continuity of Services (RIPICS) Plan 

La Porte ISD (LPISD) applied for ARP, ESSER III funding. The purpose of ESSER III is to help safely reopen and sustain the safe operation of schools and address the impact of the coronavirus pandemic on students. We have developed our La Porte ISD Return to In-Person Instruction and Continuity of Services (RIPICS) Plan.  During the period in which ESSER IIII funds are available, LPISD will review and revise the plan at least every six months. These revisions will consider all parent and community feedback, as well as updated guidance from the Texas Education Agency.

During the initial development of the plan, student data informed input from staff throughout the district. Additionally, staff, community, and grade 6-12 students had the opportunity to complete surveys. Input was also sought from the District Education Improvement Committee on May 24, 2021.  Needs were prioritized based on wellness and instructional continuity. The draft plan was presented to the public through the Board of Trustees Meeting held on Wednesday, June 9, 2021. All feedback was considered in revising the plan.  The initial plan was posted on July 21, 2021.  The plan was reviewed, revised, and re-posted on February 17, 2022.  The District Education Improvement Committee met on June 6, 2022 to review the plan and discuss possible revisions.  This feedback as well as current CDC, TEA, and UIL guidelines guided our plan moving into the 2022-2023 school year.  To view La Porte ISD's current RIPICS plan, please click here.

La Porte ISD Use of Funds Plan 

La Porte ISD is eligible to receive $8,264,317 in supplemental federal dollars under the American Rescue Plan (ARP) Act through the Elementary and Secondary School Emergency Relief III (ESSER III) fund. The funds are one-time federal funds that must be spend by September 2024.  Community, staff, student and stakeholder input and feedback was taken into consideration when developing this plan.  These funds will help the district respond to the pandemic and to address student-learning loss as a result of COVID-19.  To view La Porte ISD's current Use of Funds plan, please click here.

Texas provides annual academic accountability ratings to its public school districts, charters and schools. The ratings are based on performance on state standardized tests; graduation rates; and college, career, and military readiness outcomes. The ratings examine student achievement, school progress, and whether districts and campuses are closing achievement gaps among various student groups. 

The Texas Academic Performance Reports (TAPR), formerly known as the Academic Excellence Indicator System (AEIS), pull together a wide range of information annually on the performance of students in each school and district in Texas. The reports, available back to the 2003–04 school year, provide extensive information on staff, programs, and demographics for each school and district. Additional products that provide performance data are the School Report Cards and the Snapshot: School District Profiles.

Additionally, the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA), requires each State education agency to prepare and publish an annual Federal Report Card with state-, district- and campus-level data.

A district shall have a district improvement plan that is developed, evaluated, and revised annually, in accordance with district policy, by the superintendent with the assistance of the district-level committee. The purpose of the district improvement plan is to guide district and campus staff in the improvement of student performance for all student groups in order to attain state standards in respect to the achievement indicators.

Each school year, the principal of each school campus, with the assistance of the campus-level committee, shall develop, review, and revise the campus improvement plan for the purpose of improving student performance for all student populations, including students in special education programs under Education Code Chapter 29, Subchapter A, with respect to the student achievement indicators and any other appropriate performance measures for special needs populations.

Campus & District Improvement Plans

In accordance with United States Code (U.S.C.) Annotated, Title 20, Chapter 70, Subchapter VIII, Part C, Section 7846, and Public Law (P.L.) 114-95, Every Student Succeeds Act (ESSA), Section 8306, an entity planning to submit a federal grant application must afford a reasonable opportunity for public comment on the application before it is submitted.

La Porte ISD hereby gives notice to the public that it intends to file the following applications and request awarded amounts for federal grant funds with the Texas Education Agency for the school year 2023-24. LPISD welcomes comments or questions concerning any of these grants, and request that any comments or questions be submitted by June 23, 2023.

• IDEA-B Formula ($1,377,602) provides supplemental resources to help school districts ensure that eligible students (ages 3-21) with disabilities are provided with a free appropriate public education as required by federal statute.
• IDEA-B Preschool ($33,391) provides supplemental resources to help school districts to ensure that eligible students (ages 3-5) with disabilities are provided with a free appropriate public education as required by federal statute.
• Strengthening Career and Technical Education for the 21st Century/Perkins ($70,046) ensures all students can benefit from high-quality career and technical education (CTE) programs that prepare them for high-skill, high-wage employment.

• Title I, Part A ($1,226,787) provides supplemental resources to help schools with high concentrations of students from low-income families acquire the knowledge and skills in the state content standards and to meet the state student performance standards.

• Title II, Part A ($233,564) increases student achievement through improving teacher and principal quality and increasing the number of highly qualified teachers in classrooms and highly qualified principals in schools.

• Title III, Part A ELA ($79,544) develops programs for limited English proficient students to attain English proficiency, develop high levels of academic attainment, and meet the state content standards and student achievement standards.

• Title IV, Part A ($98,943) improves the academic achievement of all students by all students by providing all students with access to well-rounded education, improving school conditions for students learning, and improving the use of technology in order to enhance academic outcomes and digital literacy of students.

Public comments regarding La Porte ISD applications for the grants are to be submitted before the public comment end date. Any member of the community wishing to provide a comment regarding the district's application for such grant(s) is invited to submit those comments.

FINANCIAL SUMMARY

The La Porte ISD believes that financial transparency is increasingly important to its taxpayers and community.  Our goal is to provide financial information that is easy to understand and ensures the public has the data it needs to make informed decisions about the financial stability of the district. House Bill 3 (HB 3) requires the school board to adopt plans in early childhood literacy and math, as well as college, career, and military readiness (CCMR).

Each plan must have:

• Specific and quantifiable, annual goals for five years at each campus
• At least one assigned district-level administrator to coordinate implementation and submit annual progress report to the board
• Annual review by the board at a public meeting
• Annual report posted on district and campus websites

Reading and math proficiency plans

HB 3 specifies that each plan must include:

• Annual goals for aggregate student growth on third grade math and reading
• Annual targets for students in each group evaluated under closing the gaps domain
• Targeted professional development for classroom teachers in kindergarten through third grade, for campuses that the board identifies as not meeting the proficiency plan’s goals and that considers the unique needs of students in bilingual education or special language programs

CCMR Plans

The plan must also be reviewed annually at a public meeting and include:

• Annual goals for aggregate student growth on CCMR readiness indicators evaluated under the student achievement domain
• Annual targets for students in each group evaluated under closing the gaps domain
